Setting up cities in Endless Legends 2 can be a bit confusing. In other 4X games, including the previous Endless Legends, establishing a new city usually requires building a specific unit for that purpose.
In Endless Legends 2, creating new cities is simpler. Here’s how to do it.
How to Build Cities in Endless Legends 2
The key to growing your empire is not only earning plenty of Influence to spend on expansion, but also establishing as many camps as possible and converting them into cities.
Building cities in this game is easier than in Endless Legends 1 or other 4X titles. Any unit, even a scout like a Cavalier, can found a city. Move the unit to a neutral territory tile and look for the “Found Camp” command.
Use Influence to set up a camp in the neutral territory, which will claim it for your empire. If the camp is far from your existing territory, you can still place it. Once the camp is active, select it and you’ll have two options: Attach to a City or Evolve into a City.
Choose Evolve into a City, which costs a significant amount of Influence. Each faction has a limit on the number of cities it can own. Check the Empire Summary (top-left button) to see your City Cap below your Empire Approval rating.
Setting up camps, evolving them into cities, and reaching your city cap quickly is key to rapid empire growth.
How to Attach Cities in Endless Legends 2
Expanding your territory can be done in several ways. The easiest method is spending Influence to claim neutral tiles one at a time.
A more efficient approach is to set up camps in neutral territories and attach them to your city, which costs less Influence. Select a camp and choose Attach to a City instead of evolving it. The camp must be close to the city to attach it.
Each city has a limit on the number of attached camps, determined by the current level of that city’s city hall.
Attaching a camp turns it into a Ministry. Compared to a camp, a Ministry allows Foundations and Districts to be built on its tiles, providing additional resource yields to the city.
The best expansion strategy is to mix territories strategically and claim resources across the map. Build camps near important resources and manage your armies effectively to maintain mobility for claiming new territories.
